The Cabinet of Ministers of Ukraine approved the Regulation on the procedure of implementation of the academic mobility right with its Resolution of August, 12, 2015 №579. Today this right is one of the priority directions of the international activity of universities. As a transfer of students and teachers on a specified period of time in another educational institution, the academic mobility gives a chance to students, aspirants and young scientists to continue their education or get scientific experience abroad with the help of educational and research programmes.
The Regulation establishes the procedure for the organization of academic mobility programs for participants in the educational process of universities (research institutions) on the territory of Ukraine or abroad and participants in the educational process of foreign universities (academic institutions) on the territory of Ukraine. The academic mobility right can be implemented on the basis of international agreements of cooperation in educational and scientific spheres, international programs and projects of cooperation agreements.
Academic mobility may be internal or international. That depends on its implementation. Internal academic mobility means that the right for it is implemented by national participants of educational process in universities-partners in Ukraine. International academic mobility is a kind of mobility, which right is implemented by national participants of educational process in universities-partners outside Ukraine, as well as foreign participants in the educational process in national universities.
Goals, objectives and General rules for the provision and implementation of the law on academic mobility must meet the basic principles of the Joint Declaration of the European Ministers of education of the “European space in higher education” held in Bologna on 19 June 1999 (Bologna Declaration).
